A CEO’s guide to AI agent adoption: the questions every organization must answer

Vouched CEO Peter Horadan wrote a piece for The AI Journal laying out the strategic questions every organization must answer as AI agents move from novelty to necessity. He frames the shift as on par with the arrival of the PC or the Internet - and argues that developing the right approach to AI agents has become existential for knowledge-work companies.

He outlines seven foundational questions every leader needs to work through:

  1. Where do agents run? Infrastructure decisions, cloud, local, or hybrid, are no longer IT footnotes. They're board-level concerns that shape cost, privacy, and control.
  2. What skills do employees need? Agent adoption changes the nature of effective work. Employees must learn to decompose tasks, supervise outputs, and intervene when systems drift.
  3. Where is the line between power and security? Once agents can act, not just suggest, access control and accountability become urgent. Non-human actors need their own identity, permissions, and lifecycle management.
  4. How do we prevent cloud convenience from outrunning governance? Without clear data routing policies, organizations risk unpredictable handling of sensitive information across teams.
  5. How do we keep knowledge from fragmenting? Agent instructions and workflows built in silos become institutional liabilities. High-value workflows should be treated as shared, reviewable assets.
  6. What does managing agents actually do to human work? More leverage doesn't automatically mean better outcomes. Organizations need to measure whether agents are truly saving time - or just shifting effort into supervision.
  7. How should organizations get ready? The goal isn't broad deployment - it's controlled learning. Strong pilots reveal which workflows benefit, which controls are missing, and where friction really lives.
